To advertise on DynamicDrive you will want to go to the contact page and click on the link at the bottom to buysellads.com. There you will be able to purchase ad space. I wish I could give you more information regarding purchasing ads, but I have not purchased ad space myself and so can't speak from experience.
Regarding contacting ddadmin keep in mind that the he is a very busy person who is constantly working on web development projects for this site and others and may not respond right away.
