Anyone know how to make a site like this?

Anyone know how to create a website like this using Parallax coding? http://www.sbs.com.au/theboat/
If not, how about a good tutorial on how to get layers to go up and down and left and right? I'm trying to learn from this website but I'm confused : http://www.javascriptkit.com/dhtmltutors/parallaxscrolling/index.shtml
They didn't put the source code on the page and I don't know what code goes on what page. Should the CSS go on a css page independent of the javascript? Is the javascript on the HTML page or separate? I really want to create a single web page that scrolls like the first link but I'll settle for one that will move items as the page is scrolled down. A template that I can modify would be the best.

I'm able to work with this source code: http://callmenick.com/post/advanced-parallax-scrolling-effect but I want it to have people moving right, left, up, and down.

I plan to use this to teach Autistic and kids in general how to speak (aut's usually are non-verbal) and read. Your help would be very appreciated. Thanks in advance.
