Very small Web Page

and1) Describe Work Request (be as detailed as possible): I have Windows XP Professinal and IE8. I need the exact HTML4 coding for a very small Web Page that will be used by me as a menu. The dimensions of the HTML Page should occupy approx 1/2 by 2 inch of the desktop. It should be without the Toll Bar and explorer (system) Bar. It shold be possible for me to drag it across the desktop.
