aspx pop up message not popping up

Hello,
I have attached a html file of the page the I am having trouble with. This is a "contact us" page for a restaurant and originally when the user put their cursor inside the name box of the page a message would pop up telling them to call the restaurant to order. The page has been thru a series of coders and as you can see there's one script above the head tag that is not doing anything and was more than likely replaced by another coder with the script below the head tag. But that's not working either. This is a very old site and will be redesigned soon, but for now it would be nice to get the pop-up message back.

Can anyone tell me what's wrong with the aspx script and why the message no longer pops up? And, whether the script above the head need to be there?
