it should work if you put this in the head section of your page

just make sure to place the favicon in the root of the domain. You should also make sure that the favicon image can be seen in the browser if you paste the url in the address bar (http://yoursite.com/favicon.ico) and press enter. It may take while for the favicon to show up depending on which browser you use. Exchange the blue with your own domain. The green slash is used if your page is xhtmlCode:<link rel="shortcut icon" href="http://yoursite.com/favicon.ico" />
I'm not really sure how it will work on a local server so try to upload it to an online server, and post a link to your page if it doesn't work out as planned.
I follwed your instruction, but it does not work. I put favicon.ico in images (folder name), I have added to our XHTML as follows:
