1. Create a new image that size (if you 'copy' the current image, you can choose file>new and it will have the same dimensions; or you can open this one and use it as a tracing image).
2. Choose the dark gray and light gray colors as your two "swatch" colors. Use the gradient tool (it's hiding behind the paint bucket) and choose its radial mode. Draw out from the center. If the colors are reversed then just flip the swatches. [You may also need to pick a gradient color mode, but the default is color1 to color2].
3. Find a font that looks like those letters (serif, at least), set it to the right size (150pt? something like that).
4. Make your foreground color white.
5. Create the V.
6. Create the L, using italics.
Alternatively this may be a solid color background with a duplicated layer of the letters that is blurred (50px?) below them. It's hard to tell. Either way may look fine.
There's no way to 'extract' the pieces from the current image since it's a jpeg. You'll need to remake it. If complete accuracy is crucial, you can trace parts of it, but this would depend on your goals.
Why are you modifying this? If you just want to change the colors (for example) you can possibly do that without making new layers, just using the current image.
I want moderated picture to fit my browsers screen and those two letters I will change into 5 letters which would be in the right and left of the screen.
What size do you want then? Your current resolution or do you want this to scale? If so, then you should use flash (or another vector image format), or you could try to use HTML to make something scalable.
Either way the ideas in my post above should accomplish that.

You probably will not find a specific tutorial better than what I wrote above. You can find tutorials for all of the parts, though, such as adding text or using gradients.
I have tried yours... I don't know how I missed something from your comment and my image was soo different from given :D MAybe I need more skills in PS :D

That looks close.
Here are two things to try:
1. It looks like there might be a shadow around the letters-- turn this off (in layer properties-- double click the layer in the layer window, and turn off drop shadows). I'm not positive this is on, but it looks like it might be.
2. If you don't like the background, then make it solid grey. Then duplicate the text layer and blur the lower layer using fast blur and maybe 40px. That might be a better background.
there are many types of blur... do you know the direction to exact that command? I added simple blur not shadow - just many times.
