There are many photoshop tutorial sites out there. Here's a good one to get you started: http://psd.tutsplus.com/

I don't know of any off hand, but you may be able to dig something up on Deviantart.com.
The effect you're trying to learn is most commonly referred to as "Vista Light Rays" and there are literally THOUSANDS of tutorials that walk you through step by step how to create them.
