What's your server setup?
What technologies are available?
What do you mean by "thumbnail generator"?
Do you want something that crops an image or just resizes it?
Are you looking for true pagination or virtual pagination?

However, I found a terrific "gallery package" when I was looking for something else entirely. There is a package, called "Java Mass JPEG Resizer Tool" (Project: jmjrst)available on Sourceforge. I got it because I wanted to reduce 1000's of hi-def images down to something I could easily distribute.
However, this package also builds a (code-free) complete gallery, in several styles, with uniform thumbnails as you require, that can be simply pushed up to your site. It has lots of features to get random images into a more uniform "package."
