Use a program that supports both, choose save as and choose the format. Lots of programs will do this-- maybe even MS Paint-- haven't used it in a while, though I know it at least supports jpg (and is based in bmp). The GIMP will work if you can't find something else.
If you're asking about this in a dynamic context, you can do this using the GD library in PHP (using an extension that allows for BMPs).
but i was thinking of a Linux one liner sort of solution. ;)

I don't know if there are any image handling functions built into linux-- if not, find a library and install it in whatever context you want, or you could use the GIMP which has a linux verison.
Why not just use a different computer with a program that has both support like djr33 said and then after you have it converted bring it back to your computer and use the file? Sorry if this dose not seem to be the anseaw your looking for, I don't use the linux O.S.
The real question is whether you are converting one image (there are even websites that will do it for you) or if you need to do this dynamically or for many images. Without more information, not much can be done. But anyway, most of the info has been given, I'd say.
