Help me to find the script

hi folks,

please check this page https://www.joomforest.com/joomla/extensions/jf-side-buttons
on right side middle there is 3 circle buttons, when you click it navigates to sections below, also it has a tooltip which appears on hover,
there are using some kind of jquery plugin, but can't figure out which one.
maybe you know guys something similar to that plugin?
