Is photoshop still used on our days for website design project?

It depends on what you do. Short answer: yes.

If you are just starting out, you may want to start with the free alternative to Photoshop (https://www.adobe.com/products/photoshop.html) called gimp (https://www.gimp.org/). If you find that you need something with more power then move on to Photoshop.

Other devices dedicated just to digital art include Wacom or the Apple Surface. As you can tell from my avatar, I am not dedicated to digital art or even basic photography ;)

Yes you can use, The latest/most current version is Photoshop 2020 (version 21.0.2).
