making animated header with no flash

hello..

I don't know if I'm posting in the right column. Anyway, I and my colleague try to develop a website and we're interested on making animated header like on this website :
http://iasi-jerman.net/index.php?option=com_frontpage&Itemid=1&lang=id

I found out that it has nothing to do with flash as I knew so far. So could you guys please tell me how to make this header?

That's because it's a GIF - animasi_iasi_gif - 53 Layers in the file and a file size of 1.13MB !!!! Scary thought... rather use flash
