Adsense overlay script with simple cookie check and text output from database

Hi,

I´d like to realize a ad-overlay like they have it on Forbes.com.

- transparent
- picks and shows text-element randomly
- shows adsense ad
- shows only once for defined timeframe to the same user (cookie)
- responsive

Does anybody have a tip how to start with this? Maybe there are some similar solutions out there already.
