I'm not a blogger user, and without a link or any further information about your setup, I would make an educated guess and say that outbound TCP connections are disabled on the server where your website is hosted. I've seen it on shared web hosts (even paid accounts) so if blogger is a free service and you don't have access to configure the server, then it wouldn't be something you can fix. I might be wrong though - you would need to speak to the server admins there to check.
