How can i make such a drop menu ?

in the top menu point the Client Login button, there is a dropdown menu !

how could i make such a thing !

and use it as an email login or whatever

I assume you're looking for a multi level drop down menu, versus one level, such as Chrome Menu (http://www.dynamicdrive.com/dynamicindex1/chrome/index.htm). In that case, here's an example of a free and commerical one:
