DHTML Window popups not working in IE10 without compatibility mode

Anybody else seeing this or have feedback on how to fix? I am admittedly a novice about standards, focused more on the back end code than the front end.

My public website (behind a login) relies on these modal popups for important functionality and we are seeing that they work when compatibility is turned on but not when it is turned off, at least in IE10.
