Hmmm your question is too vague. Are you looking for hire web designers and programmers? If not, trying to get people to just join a team of volunteers for such work is going to be very difficult.

You can do this easily enough by integrating Festival (http://www.cstr.ed.ac.uk/projects/festival/) into a standard email service. The Festival manual even includes a sample filter script for email-readers.

Certainly. Try posting this as a seperate thread in "PHP," "ASP," or "Other," depending on your server-side language preferences. I don't have any experience of Festival on Windows or ASP, and although I'm willing to have a bash at the former, the latter is out of the question for me.
