Well for PHP, I think many would say phpbb (http://www.phpbb.com/), and for ASP, Snitz (http://forum.snitz.com/). Nice roundup of forum solutions here (http://www.javascriptkit.com/howto/forum.shtml).

also vbulletin is good... but i prefer invision.. i`ve been using it since vers 1.03
