check out "WAMP" short for (something like) Windows, Apache, MySQL, PHP - url is: http://www.en.wampserver.com/ - run the software, open it in the taskbar/status bar (by the clock on your windows box), and save your PHP pages in it's project directory

is there a way i can view a php page on my computer without uploading it to a remote server?Yes, as specified above, you'll want to install a local webserver - I don't recommend what seems to be a third-party conglomeration of programs. Install them seperately (this is good for other platforms as well): Apache HTTPD (httpd.apache.org), PHP (www.php.net), MySQL (mysql.com) (only necessary if you use it).

if i can view the pages, would scripts be able to access local files?Of course.
