div tag issues on IE 5

I am currently working on making CSS-based menu bar. the menu items are dynamic. I put the meu items in a table and the table is in a div tag. If there are more menu items, the scrollbar appears. In IE 6 this working, but when I test this in IE 5, the contents of the elements inside the div tag doesn't render in the browser.

Any ideas on how to go about this?
