Can you just clarify what it is you're looking for help on please.

Are you looking for advice on graphics/image creating software (that you will later add to Flash)?

Or

Are you looking for advice on a Flash creation software (that you'll be adding existing images to and/or creating animation in)?

In either case, are you wanting FREE software recommendations or commercial (and possibly more functional) software recommendations?

I would guess that most people use Photoshop and/or Illustrator (commercial software - 'industry standard'), but you can also make good graphics for free using GIMP: http://www.gimp.org/ and/or Inkscape: http://inkscape.org/

Here's some advice on choosing between GIMP and Photoshop: http://www.ehow.com/how_5884980_choose-between-gimp-vs_-photoshop.html

As for a possible second question, if you want to make Flash games, you should buy Adobe Flash. There is no realistic equivalent that has all of that functionality complete with the ActionScript you will need for the games. There are some cheaper (or free) Flash editors but they are usually for a very specific (single) purpose. I don't know of any that directly compete with Adobe Flash overall.

But what Beverley said about the graphics software is right-- the GIMP competes directly with Photoshop in every way. Personally I find PS a lot easier to use, but the GIMP isn't actually missing any functionality-- so you can do the same things with it, if you want to.
