At a glance the problem seems to occur because the content you currently have inside the scrollable area is too short (and doesn't actually need scrollbars to fully view). To confirm this try either shortening the height of your content or increase the amount of content inside this DIV so part of it is clipped (thus requiring the scrollbar to fully view):

Was probably not the best example to show. I am trying to use it with a drop down list (as I have not found yet a script with dropdown and scroll, if anyone knows of one that does both then great!)
