CSS Frames, Page Won't Scroll

I am using a CSS frames layout from the DD CSS library (2 col, no head/foot). The only issue I have encountered is a problem with scrolling. I am unable to scroll the page using the up/down keys until I have manually clicked inside the scrollable frame to "target" it.

Is there a way to automatically "target" the scrollable frame section so scrolling is available immediately?
