Semi-dynamic Table Content

I'm trying to make a table on a site that will be easy for a clueless user to update as he gets more things to list in it. I would like to have the table reference a source data file that it will pull every time it loads so that the data file can be updated and the page refreshed with the new listing. Is this possible? Would it be possible for one of the fields in the data file to contain an HTML link?
