I am looking image graphic online tools to use

I have an image at
http://www.web-user.info/js/face.jpg
I want to change the face colors from the orange to blues.

I have not used anything but tools to resize an image, thats pretty much it.

I hope that someone here may know of a free tool I can use to do this.

Maybe you could use gimp (http://www.gimp.org/), well you would need to download. Or you can download a free trial of paint shop pro.
