Anyone know how to make a toolbar?

That's a Firefox toolbar. :p
I don't have a clue about IE plugin development, but I imagine there's probably a library somewhere. For Firefox development, see http://www.orablogs.com/duffblog/archives/000536.html.

I've used the Merriam Webster IE6 toolbar plugin. It did something weird to the browser's interface when being used by other applications to display data on the hard drive, so I got rid of it after a few days of pulling my hair trying to determine the problem. I also have a dear friend who used another one of these IE6 toolbars (I forget which one) and it disabled her browser entirely! It took quite some time for us to trace the problem back to the toolbar.
