3) Describe problem: I'm from Brazil and I need to use accentuation on my tooltips but I get a (?) on the place of the accents, check the image please.

That's an encoding problem. I'm not sure of the best way to resolve it. You could abandon the external file and use the title option instead, as long as when those characters appear on the page itself they appear correctly, that should work.

Or, if you have PHP or another server side language, you might be able to make the external file send a header (content-type/charset header) while being fetched that makes it be encoded properly. A .htaccess file might be able to be used for the same purpose.

There's also the possibility that if you made the external file an html or htm file and put the required meta content-type/charset tag on it, that might work.

Of all these methods, the first (using the title method) is probably the most foolproof.
