This can be done without Javascript, but then the menus will not pop up (or will not be initially changing). The "D" of DHTML, standing for Dynamic (moving), is what Javascript contributes. Basically nothing will interact with the user unless there is Javascript. There are a few basic exceptions (hovered links can change color or font, for example), but there's nothing that complicated available.
