DIV Question

I have a question about DIV coding, if anyone has a little insite on it.

If you click on the above link, in Firefox, the links and the mainconent area do not connect leaving the dark blue of the background to seperate them.
Any Ideas on what I could do?

Next, is there anyway I could put a background-color below the links area and when the links expand, have the link area cover it?

It's hard to tell what connects and what doesn't with the current page, as there's a lot of broken images, the layout seems broken in both IE and Firefox as well...
