Removing empty line from nested Ordered List

I have an Ordered List on this page: http://www.flimpact.org/seahc/policymodels.html

As you can see, item #3 does not have text, but begins with 3a.

Does anyone know of a way to remove that empty line so item "a" appears next to the "3"?

It works fine in Mozilla and Google Chrome, but in IE there's and empty line next to the "3" and the "a" item appears beneath the empty line. I hate IE...
