Speech Bubbles Tooltip : not working in IE7 & Chrome

Hello All,
I am using Speech Bubbles Tool tip , for that I have created one test page , and just go through steps that said in tutorial. It works perfectly in Firefox and Chrome , but it wont work in IE7 & Chrome . Can somebody help me ASAP .
