I want to add a little more well flash to our websites. What tool is good for the absolute beginner?

Adobe Flash is flash. If you want an off-brand program there are some (even some freeware) but they don't have all the options that flash does. It entirely depends on what you want to do, so please, as I've said in other threads, post some details if you want specific answers.

Can you more specific what kind of animation you want to make / create?

If you want to add image animation / gallery you can use

Wondershare Flash Gallery, it's not a freeware. But there's plenty crack version, which is i can't share it here.

Or may be you can just google it, you will find a lot of free flash like in this website:

There are a lot of freeware flash animator applications which you can easily download. You can try to search it on google or yahoo or any kind of search engine where you're comfortable at. Try Using 3D Flash Animator or Anim8or. It's a simple and easy to use.

l am having a problem to put breaking news code to my blog,like any website news,anything happening you will see breaking news flashing and txt followed.

try use 3D Flash Animator or Anim8or. Or Crossroads3D is useful, though I stopped using it years ago when I bought a copy of Milkshape3D.

Why would Dreamweaver help? In fact, dreamweaver doesn't do anything with flash. Dreamweaver can interact with flash so that it takes a .swf file created in flash and embeds it in the page, but even this is messy because often the code that Dreamweaver generates is not valid or inconsistent between browsers.
Of course it is possible to use Dreamweaver to create pages that have flash objects, but it is not required (and I wouldn't recommend it). And it's expensive, so start with flash, even if you do want to get Dreamweaver eventually.

Swish is great for easily making flash and adding it to a page. Google Swish or Swish Max or i think its swishzone.com. There's a 15 day trial.
