How do I Create a database

Im new in this forum, please can anyone help me on how to create a database in a way that members will need to use their user name and pin code on thier scratch card to login to my site?

do you mean, a *physical* card (like a gift card or prize ticket)?

No problem, but you would have to know -in advance- what all of the usernames and pin codes were.
