open new port

Hi All

Can anyone tell me how to open a new port in other system or ip . I am able to connect to another ip but only checks whether the existing port is closed or opened. But what i want is can i open new port instead of checking the existing port.

What function library are you using? And why do you need a new port? This is a spefici question, but to help we'll need some information about the context.

Are you only trying to ping a server to see if it is available?
