best PHP server program?

I am looking for a program which could let me use MySQL and PHP script when I without internet and without a hosting. Guide to the program would be welcomed too :)

yeah, XAMPP. Setup is a breeze on XP (don't know about 7).

I use WAMP on Windows 7, it's very good.
