CSS pagelayout problem with "CSS Top Frame Layout"

1) Script Title: CSS Top Frame Layout
This is a two rows liquid layout with the top row being static, always in view.

2) Script URL (on DD): http://www.dynamicdrive.com/style/layouts/item/css-top-frame-layout/

3) Describe problem: This CSS layout does not operate property on the iphone or ipad. If content goes beyond the fold there is now way to scroll up.:(

it works on my side, but you will need two fingers two scroll up and down
afaik this is a native way on mobile safari to get frame content scrolled
