IE 7 and lower bug- css layout- alignment troubles

Hello. I am still having a problem with this site showing up correctly on all versions of IE but 8. Can someone help me figure it out?

here are a few of the pages i was playing with the css to try to make it appear correctly by rearranging the css layout a little

If not can someone tell me how to make a pop up window appear to ask the user to upgrade their browser? .... is that a good idea?
