new to java buttons

I'm trying to learn how to do mouseovers for my websites. I read where I need to upload a file to my directory. Do I just insert it into my public_html folder?
For now I want to do just basic mouseovers for my buttons easily. Anyone have any suggestions I'd appreciate it.

If you have an online server, you need to upload the file to your server directory. If you are just creating a web page on your computer, than put it in the folder with the rest of your site.
