Tab Menu with Drop Down Menu

I am an amateur programmer and I have been trying to get my website (not hosted online) to run a tab menu and a drop down menu together. Im trying to get this look: http://www.speedtv.com/. I like their tabbed menu with the onmouseover (hover over) drop down menu. I have been playing with code for the past couple of hour and im completely lost now. Any tips or help will be greatly appreciated..
