Search google. There are many options. Some are free and some cost money. phpbb and smf are popular free ones, and this forum, for example, is vbulletin which is also popular but costs several hundred dollars.
There are MANY options, though using a popular one is a good idea because you will find more support and upgrades (like plugins and language packs [translations]).

Note that using any of these will require a serverside language like PHP. Other languages may also be supported, but by fewer options-- ASP, JSP, CGI, etc. are all possible, but not for the most common forums.
Many also require a database (mysql is most popular), though a few will work with just text files on the server.

If this sounds too complex (though, really, it's not-- just upload the files and go to the installation page and follow the directions), then there are some websites that will host a forum (only) for you, either for free or for a monthly fee.
