How to create it using flash cs4?

The above link supports xml which not in my requirement?

Can anybody help me out in creating the accordion menu form the scratch?

Well, if you don't use XML, what do you plan to use?

I suppose if tab content will never change then you could just build it directly into Flash. But I still don't see the benefit of this over using XML to communicate to Flash...
