RSS to HTML with PHP

I am new to php. I have an RSS feed:

http://www.rssweather.com/wx/us/or/portland/rss.php

I want to take the lastest post, and publish it out as html on my webpage. Is this kind of dynamic content possible?

What is the best way to do this? If anyone could point me towards a tutorial that would be great.
