Dropdown menu doesn't appear on the page because of the bottom frame. How can I fix ?

Hi ! There. I'm new to this.
There are two frames in one page, one at the top which has a dropdown menu and the other is right below the menu. The dropdown menu doesn't appear on the page because of the bottom frame. How can I make the dropdown menu to be appeared on the page regardless the bottom frame such like as the menus on the Browsers ?

As with a window the frame content cannot be displayed beyond the frame boundary.

the drop will need to be displayed in the lowerframe

Now I can figure out how the frame submenu works, thanks.
But I have still a problem, i.e. how can I make the submenu like the one (box) appears in hover on 'Menu with multiple columns' at http://www.dynamicdrive.com/dynamicindex1/dropmenuindex.htm. In another words how can I make the box submenu of 'Menu with multiple columns' to be appeared on bottom frame. Or in another words the popup text box of 'Simple Text Popup' on your website to be appeared on bottom frame.
I'm struggling with it this time. Could you let me figuring it out ?
