You can just google for tutorials on making Vector Backgrounds. I would also recommend www.deviantart.com as a site to look for tutorials and great graphics. If you need any other help I can put together a small tutorial for you as well that can give you the basics of what you need to do.

Hi, everyone. I’ve read much about a new plugin for Photoshop – Divine plugin. However there is no information about it at Adobe’s official site. Have anyone tried Divine? It seems to be very useful for designers and developers.

Adobe site has plenty of training resources, many free, as well as sources of backgrounds.

Also if you are a member of flickr, there are sources there for free imagery -- including one called "free vector images" where you can download stuff just like your illustration to work with
http://www.flickr.com/photos/vectors/
and sources for moody painterly backgrounds like skeletalmess

also, just describe what you want to do on google and you will find all sorts of things including youtube training videos
