The main reason that DD does not have scripts for server side languages (with a few exceptions) is that servers differ, and having a script that can work on every server is very difficult. Also, many users do not have the same setup (PHP? ASP? MySQL? Linux? Windows?), but everyone can use html, css and Javascript (if enabled in the browser).
