Technically, no. You can style something of the sort using nested divisions:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en">
<head>
<title></title>
<style type="text/css">
body {
margin:0;
padding:0;
}
#bgDiv {
width:100%;
height:1000px;
background:url('backg1.jpg') repeat-x top left;
}
#bgDiv div{
width:99%;
height:1000px;
background:url('backg2.jpg') repeat-y top left;
}
</style>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" />
</head>
<body>
<div id="bgDiv">
<div>Content Goes here
</div></div>
</body>
</html>
