image size dapended on %

hi, I have a 120px x 120px place for picture. but users always uploads too high or too small pictures... Is there php commands to show pictures in my 120x120 place? btw, i thought about % resizing because i dont want to make pictures look sized undinamically. As example i have 150x240 picture, so if i want to use it in my place i have to resize it by 50% and it will be 75x120 .
