Background Image Display Problem in IE8

I'm using a background image for the header section of my website. The background image spans the full width of the page. When I click between pages this background image intermittently shows before the full page loads in IE8. You can view the problem by visiting the following website address and clicking between the Products and Services web pages:

How can I stop the background image from intermittently displaying in IE8?

The website validates XHTML Strict 1.0
