Kan I use the snow effect on a VBulletin forum?

Well, maybe not then but, what happened? Did it sort of work but, not really? Did it mess up the page? A lot depends upon if VBulletin allows you to run your own scripts and edit your own pages. Could you give me a link to your page so I can have a look? Were you able to get the script to work on your own computer using a local page that you made yourself?
