Scrollbar for Iframe Scroller that LOOKS like Flash? Is it possible?

I know it's possible, but does anybody know how to do it?

For example, look at this site's scroller on the top:

Or go to BlastRadius and click on "About Us," where they have a similar vertical scroller:

I'd like to achieve the same thing in CSS preferably a code for vertical (or both). I know it's possible, but can't figure it out!
